The Speaker stated that, without objection, the House would stand at ease for a meeting of the Committee on Committees. There being no objection, the House stood at ease at 10:53 a.m. AFTER AT EASE The Speaker called the House back to order at 11:35 a.m. Representative Coghill moved and asked unanimous consent that the House go to Reports of Special Committees. There being no objection, it was so ordered. REPORTS OF SPECIAL COMMITTEES A report from the Committee on Committees dated March 19, 2003, was received submitting the following changes to the January 21, 2003, report on page 11.
